One suggestion that I have seen floating around on here is to visit during the weekdays, as that somehow tends to enable greater accessibility, for whatever reason. Thought it was a very good piece of advice so thought would pass it along. P.S. Not from Delhi, so honestly can not be of much help in regards to where your friend would be able to travel alone to and enjoy what that particular place has to offer.
