This is the same one, issued in Feb. 2023. In my case also, they
initially tried to ignore and kept trying to convince me that there are
no such rules but when I asked to provide this in writing and put stamp
on that circular, they agreed.

I've shared February 2023 order/circular with them. I don't know
whether you are referring the same thing. Anyway, If it is related to
the TOI article the para is taken from to prove misunderstandings of
different RTOs, kindly upload it here if possible. This consequently
might clear auto versus manual issue. Also, this would be of
assistance to others.

I was reading through TOI article of February 2023, it stated that
The Ministry of Road Transport & Highways of India (MoRTH) has
asked states to register vehicles owned by people with disabilities
under the ownership category of "Divyangjan" and extend
necessary tax benefits, instead of providing these benefits on only
new and adapted vehicles.
The circular mentioned that persons with disabilities who own a
vehicle and hire a driver should not be deprived of getting the
vehicle registration under the "Divyangjan" category. This means
that the ownership of the vehicle will be the deciding factor for
registration under the "Divyangjan" category, not the type of
vehicle.
