Let me take the liberty to surmise one possible reason for this issue. 1. Under the PWD quota, we have a choice to only reserve a seat in the PWD quota or apply for concession also. Almost all trains, including Rajdhani and Shatabdi, offer concessions on seat reservations in the PWD quota. 2. However, the Vande Bharat group of trains does not offer any concession. Though four seats have been earmarked for the PWD quota, the software has to be fixed to provide affordance for booking under the PWD quota without concession for the Vande Bharat group of trains. It is to be noted that the software is not allowing it through the IRCTC website, App, or at the reservation counter. At least it did not work in my case.
