The SSC CGL Tier 2 2024 OTR scribe court case is a critical issue affecting
many PWD candidates, especially those from the blind community. Below is a
summary of the concerns:
1. Unclear guidelines – SSC introduced new rules with vague instructions.
2. Inaccessible notification – The official notification PDF was not
accessible.
3. Complex scribe registration – The process to register a scribe on SSC’s
portal was tedious.
4. Short window for linking scribes – Many candidates struggled due to
insufficient time.
 These challenges resulted in many candidates either being forced to use
untrained scribes provided by SSC or missing the exam altogether.

Legal Action: To address this, Mission Accessibility and All India
Confederation of the Blind have filed a case in the Supreme Court of India
against SSC. If you are an affected candidate, you can take action by
submitting an affidavit and vakalatnama to be part of the petition.

How to Submit Your Documents:
The below provided link contains a file, which consist of two documents:
One affidavit and one vakalatnama. You are required to fill in your
personal details and sign both documents. Additionally, you must notarize
the affidavit through an oath commissioner/notary.

Follow these steps carefully to sign the document:
1. Fill in your details – Name, age, father’s name, and address in both
documents (placeholders are provided).
Please note: While printing the document, remove the placeholders (---)
before filling in the details. You can either type out the details and fill
them or fill them by hand after taking out a print out.
2. Sign or put your thumb impression at the required places:
• Affidavit: Above the word "Deponent" (appears twice). Sign/thumb
impression in both places.
• Vakalatnama: Above "Signature/Client".
Please note: if you put your thumb impression, write "left/right hand thumb
impression" besides that
3 Leave date and year blank – These will be filled by the legal team.
4 How to get your affidavit notarised:
• Affidavit: Get it notarised at a notary/court/oath commissioner (fees:
The amount of noterising will be ranging from ₹20-₹50).
• Vakalatnama: Does NOT require notarisation.
5. Scan both documents – Ensure they are in PDF format and email as well as
WhatsApp at the given details:
