Honestly, I would only use Narrator on screens where either screen reader is stuck/ frozen/ unresponsive. Sorry I am a NVDA user, no clue what Scan mode is I think you are referring to the Browse mode as on NVDA used to navigate webpages.

In South Africa I worked for FNB (First National Bank) and they too refused for many years to provide Jaws on my workstation. Even when they did (after much haggling from my end), there was no hope for an upgrade since Jaws 2017 which they finally provided to me in the year 2018. We’re talking about a National Bank here.
