I listened to the excellent discussion. I would request Rahul Bajaj and Amar Jain to upload DOPT's documents and various judgments referred to during the duscussion. It will help organisations to prepare proper representation to concerned authorities.
I have heard that West Bengal government allotted the same roster point to pwd and sc category in selection of school teachers. Since reservation for pwd is horizontal and for sc vertical, we cannot call it illegal. But according to the established principle, if a pwd under sc category qualifies for recruitment under the general category, he should be recruited as a general candidate. Other candidates then will have a chance to be appointed under the pwd or sc category. The discussion by Rahul Bajaj seems to point to the same logic. I don't feel comfortable in writing comments in youtube. This list may be a better place to as questions like this.
