I need your help in understanding the page listed below. I tried calling the 24/7 Helpline for Persons with Disabilities. It is a mobile number I believe, it rings and no one answers. So how is this exactly a helpline? It is really time consuming and exhaustive to get any information on different disability related matters, even if one finds a resource, s/he is unsure if they are approaching the right department. They have made it so complicated for us. I am trying to seek funding for a NGO for the Deaf/ Blind community. These guys have been neglected all over the place and are in a very helpless situation. I tried networking and getting in touch with the Gates Foundation, India and The Azim Premji Foundation but all doors are sealed so tight...
