Naresh, Does the university procure physical books for sited students? If yes, companies such as Megra-hill and Pearson should be able to provide a soft copy in your case. Perhaps the disability / accessibility coordinator can reach out to the publishers? For many of the books such as Kotelar, it generally isn't a challenge even if you can find books that are a couple of additions older. Finally, do reach out to BLV folks who might have attended the same institutions in the past. They often have the best solution in navigating some of these hurdles.
