First of all, thank you so much for exposing the issues within the Indian 
education system for persons with disabilities.
Here are my thoughts:

Heads of institutions, staff, and teachers must undergo special training.

Every year, mainstream teachers should visit special schools to learn about the 
technology available for people with disabilities.

Every mainstream school must have a disability coordinator to address related 
issues.

Study materials must be made available for students with disabilities.

State governments should encourage special education teachers and avoid 
negative perceptions, such as criticizing the use of blackboards.

Mainstream schools should regularly seek advice and support from reputed 
special education organizations.

Every blind child should be introduced to assistive technology from the early 
years, ideally from Standard 1.

Printed and accessible materials must be provided.

The government should introduce tools that allow students with disabilities to 
complete academic work without relying on scribes.

In the following article, I analyse a judgement handed down by the Delhi High 
Court, wherein it was held that inclusive education was not optional. The 
school was asked to provide admission to the aggrieved child with autism. The 
court upheld accessibility and reasonable accommodation to be the cornerstone 
of education and inclusion.
