congratulation sandesh, I am happy that my little intervention and
contribution helped you in the matter. But, the concern is that issuance
of ID card is solly depend on the DRM office. each and every DRM office
have its local saying. I request you all to contact railway board
authorities and ask them to educate their software team and DRM
officials regarding this circular.

So, finally ,I got my awaited online Railway concession certificate. I
got it sitting at home on basis of UDID card. Perhaps, I am the first
one who got it UDID basis. I got a call today from the concerned
department person telling me that your card is ready and can be
printed now. I checked my messages and by the time I concluded my
conversation with him, I got the required SMS.
Due to accessibility issue of Divyangjan application, (although I
managed to apply myself by my own), I was not able to get print option
using both JAWS as well as NVDA. I called the concerned person again
to ask whether it could be really printed, he not only checked it but
also sent me the pdf for card printout.
So, in short, I always believe, we should talk and interact, try to
convince, complaint is the last refuge to take. What happened, I
waited for 18 days, I wasn't in hurry, trusted his words that the
concerned signatory officer has really retired, took the necessary
follow up and the result is there in front of all of us.
Here, I take the opportunity to thank Shree Bhavanishankar Verma as he
told me that there is the circular of Railways which clearly states
that UDID card works if the person is blind, otherwise I was of view
of words of divyangjan application manual only saying the same things.
Hence, I firmly decided to get card issued on this basis.
Railway people here in context were also aware of This circular but
not finding the way to implement.
Anyway, someone has to start it, and they did and my card is ready.
The only thing I did not like here is that my Railway card validity is
of 5 years but my UDID is valid for lifetime. When asked about it, he
said that this circular came in January and my disability certificate
is printed before that, that is April 2024, hence all applicants whose
disability certificates issued before the date of this circular will
be receiving 5-years validity Railway concession card. He also told
that there was no human interference, all is done by the software on
submitted documents basis. Logically, I wasn't convinced, but the joy
of getting it done UDID basis is really worth and error of 5 years
validity instead of lifetime, and Divyangjan
software/application/portal rectifications could be done with as time
elapses.
Now, people could apply and get their cards issued by uploading UDID
cards if they're not having Railway concession certificates.
