While the retention and expansion of the transport allowance in both regimes is a highly welcome step, our core issue remains unresolved. The broader, vital disability-specific deductions under Section 80U (for individuals with disabilities) and Section 80DD (for those supporting dependents with disabilities) are still entirely missing from the New Tax Regime.
To push this beyond our internal discussions and lobby the right decision-makers, we need to take a structured approach. I propose we target the following bodies: 1. The Ministry of Finance & The Central Board of Direct Taxes (CBDT): To submit a formal representation detailing how the omission of 80U/80DD under the new regime creates an inequitable financial burden on PwD taxpayers. 2. The Ministry of Social Justice and Empowerment (Department of Empowerment of Persons with Disabilities - DEPwD): To seek their active intervention and support in championing this with the Finance Ministry. 3. National Disability Rights Organizations & Advocates: To collaborate on a unified memorandum so our voice has maximum collective weight. If anyone in this group has contacts within active advocacy groups, the CBDT, or relevant ministries—or has experience submitting pre-budget representations—please write back. Let’s collaborate to get this on the right desks. Under this rule, employees who are Persons With Disability can avail of a maximum deduction as Conveyance Allowance of Rs. 8,000/- per month in non-metro areas & Rs. 15,000/- per month in metro areas. This deduction is restricted to the maximum amount allowable as mentioned above or the actual amount received as Conveyance Allowance from the employer, whichever is lower.
