Dhanawat for bringing these extremely serious allegations to the attention
of the visually impaired community. The contents of the communication, if
substantiated by evidence, disclose a systematic pattern of deception,
financial exploitation, criminal intimidation, cheating, personation, cyber
fraud, and targeted abuse of vulnerable persons with disabilities.

The allegations assume greater gravity because the alleged acts appear to
have specifically exploited the trust, dependence, and accessibility
limitations of visually impaired persons, including students requiring
scribes for examinations. Any exploitation of disability-related
necessities is not merely unethical but may also attract aggravated legal
consequences under various Indian laws.

The affected persons may immediately consider initiating the following
coordinated legal and statutory actions:

1. CRIMINAL COMPLAINTS UNDER IPC/BNS AND IT ACT
   A detailed complaint may be lodged before:
   • Local Police Station
   • Cyber Crime Police Station

The complaint may invoke offences relating to:
• Cheating and dishonest inducement

• Forgery and use of fabricated documents or credentials, if established

Where multiple victims exist across States, affected persons should seek
registration of a consolidated FIR or transfer to a specialised
cyber/economic offences wing for coordinated investigation.

2. COMPLAINT BEFORE THE CHIEF COMMISSIONER FOR PERSONS WITH DISABILITIES
   Since the allegations involve targeted exploitation of visually impaired
persons, a formal representation should also be submitted before the Chief
Commissioner for Persons with Disabilities under the Rights of Persons with
Disabilities Act, 2016.

The matter may be projected as:
• Exploitation of persons with disabilities,
• Abuse of accessibility dependence,
• Educational discrimination through fake scribe assurances,
• Financial victimisation of disabled persons.

3. COLLECTIVE ACTION BY VICTIMS
   All affected persons should preferably form a coordinated victims’ group
and:
   • Prepare a common chronology,
   • Compile payment details,
   • Maintain victim-wise loss statements,
   • Preserve screenshots, audio recordings, emails, and bank transactions,
   • Prepare affidavits wherever possible.

A consolidated evidentiary dossier significantly strengthens criminal
prosecution.

4. LEGAL NOTICE FOR RECOVERY
   Victims who made payments may jointly issue a legal notice demanding:
   • Refund of amounts,
   • Disclosure of business registrations,
   • Proof of institutional affiliations,
   • Proof of equipment procurement/shipment,
   • Details of insurance arrangements,
   • Cessation of intimidation tactics.

Non-compliance may strengthen the inference of fraudulent intent.

5. COMPLAINTS TO BANKS AND PAYMENT GATEWAYS
   If payments were made through:
   • UPI,
   • Bank transfers,
   • Wallets,
   • Payment gateways,

immediate fraud reporting should be made to the concerned banks and payment
intermediaries seeking:
• Freezing of suspicious accounts,
• Transaction tracing,
• Preservation of KYC details.

Early reporting materially improves recovery prospects.

6. UNIVERSITY VERIFICATION
   An independent written verification may immediately be obtained from:
   Sanskriti University and Aligarh Muslim University regarding:
   • Alleged certification collaborations,
   • Claimed counselling qualifications.

If such representations are false, the same would become critical
documentary evidence.

7. ACTION REGARDING WOMEN VICTIMS
   Any objectionable communication sent to women victims or their contacts
must be separately documented and specifically complained of, as such
conduct may attract serious penal consequences independent of the financial
allegations.

8. PUBLIC CAUTION WITH LEGAL CARE
   While community awareness is necessary, all future public communications
should preferably use cautious language such as:
   “alleged”, “reported”, “prima facie”, or “subject to investigation”
   to avoid unnecessary defamation complications while still protecting the
public interest.

9. MEDIA AND DISABILITY RIGHTS ORGANISATIONS
   If evidence from multiple victims is available, the matter may also be
escalated before:
   • recognised disability rights organisations,
   • legal aid authorities,
   • consumer protection forums,
   • investigative media platforms dealing with cyber and financial frauds.

10. IMMEDIATE ADVISORY TO STUDENTS
    Students preparing for examinations should independently verify all
scribe arrangements through recognised institutional channels and avoid
relying upon unverified intermediaries.

Finally, no victim should succumb to fear, intimidation, or fabricated
legal threats. Genuine legal proceedings are conducted through properly
identifiable advocates, verifiable notices, and competent courts — not
through coercive messaging or psychological pressure.

The visually impaired community is entitled to dignity, accessibility,
safety, and legal protection. Any organised exploitation of
disability-based trust deserves immediate and serious institutional
scrutiny.

I strongly advise all affected persons to act promptly, collectively, and
strictly through documented evidence.
