crisis: India's frustrating tendency to draft progressive legislation that 
ultimately collapses under the weight of poor execution. Ten years after the 
Rights of Persons with Disabilities Act, while the legal framework has shifted 
mindsets from charity to rights, the daily reality for millions remains largely 
unchanged.

The piece brilliantly highlights the profound gap between paper and practice. 
While the law formally recognizes 21 types of disabilities and champions 
reasonable accommodation, the institutional mechanisms remain broken. Data 
undercounts populations, accessibility is still treated as a token 
afterthought, and bureaucratic hurdles like the UDID often turn into 
gatekeeping mechanisms instead of enablers. Meanwhile, grievance redressal 
lacks teeth, and the intersection of disability with poverty, caste, and gender 
is continually overlooked.

 

It captures the exact exhaustion felt across the community. There is no 
shortage of forums, discussions, and lived complaints, yet systemic apathy and 
administrative inertia swallow up reform, leaving rights as hollow declarations.

necessary reminder that a decade of policy is meaningless without a decade of
