Hello Pranav I believe the confusion arises from the fact that need for attestation of signature of blind person by bank official which I have outlined taking cue from CCPD judgment, is at the time of giving a check book to a visually person and not at the time of delivering a cheque by person to third party or paying utility bill. In other words, visually impaired person would have to keep a cheque book leaves of which bear her/his signature duly attested by bank official and amount and name of payee have to be filled while giving cheque to third party.
I think I had mentioned the same in my earlier mail as well and it takes care of all the three situations raised by Pranav. Yes, safe custody of such a signed cheque book is squarely the responsibility of the blind person. I don't know whether it would be willingly undertaken by most but in my view is warranted to avoid peril of forgery and causing needless anxiety to bank officials as we must accept the fact that our signatures are inconsistent at times and extremely easy to forge. I propose this as an interim arrangement till installation of proper biometric systems universally. I am afraid if my labyrinthine way of expression has created any confusion about my position.
