According to their Advertisement the relevant portion of which I am reproducing 
below sixty percent requirement is a must, however, there is ambiguity about 
juniority as they have mentioned "qualification prescribed for the candidate". 
So, if the candidate is graduate, any undergraduate writer should do, even if 
minimum qualification is 12th for the post. And, beside this, there is also a 
phrase "if from the same stream" which implies that juniority is essential if 
writer is from same streem and not otherwise.

I think we should sort it out with them on the basis of phraseology of the ad 
as well as prevalent guidelines of maharashtra which are in the process of 
becoming national guidelines. Sixty percent is unwarranted according to them, 
and even if it is accepted for the time being, juniority is applicable only to 
writer from the same stream, and thirdly, such juniority has to be with respect 
to candidate's qualification and not the minimum prescribed for the post.
I will talk to folks in Nagpur and try to ascertain their approach.
