This despite UN convention for rights of persons with disability
declaring that the issues of this group can no longer be treated as a
charity. Omitting PWDs from the list of minorities is a fair suggestion
that the government itself is suffering from tunnel vision as far as
this issue is concerned.

        In policy formulation, the government has consistently
segregated disabled as separate group and has condescended at times to
address their issue.

By mainstreaming disability, I also mean the inclusion of the persons
with disabilities in all the schemes benefiting weaker sections of
society like scholarships, reimbursement of professional courses fee,
provision of hostels. etc etc.

For instance in just announced and much popularized coaching for
minorities and bearing their educational expenses, there is no mention
of disabled as minority, or is the government waiting for us to become
majority to receive any empowering assistance?

In fine, I opine that disabled should be included in the phrase "weaker
sections" of the society and similarly benefited instead of petitioning
the government for pittence at every stage.
