The following is the list of Govt. Orders issued by different
Departments/ Ministries Govt. of Karnataka towards the effective
implementation of the Persons with Disabilities (PWD) Act 1995.
 
I have a copy of these orders - I am planning to scan and post in our
website - I will keep you posted when I have completed this exercise.
 
I am sure you are also main ting a file for similar Govt. orders - and
the local SHG/ DPOs in your project area need to have access to this as
this would help in the effective lobbying and implementation of the PWD
Act.
 
In the meanwhile, please go through this list given below (literal
translation of the Govt. order from Kannada to English) and if you find
it useful - you could lobby for passing of similar orders by your
respective state Govt.

1.      Constitution of a Medical Board in all the Districts of
Karnataka towards issuing Disability Certificate for persons with Mental
Illness - 12.03.03
2.      Constitution of a Medical Board in all the Districts of
Karnataka towards issuing Disability Certificate for all persons with
disabilities - 24.05.03
3.      Issuing Free Medical Certificate for persons with disabilities -

Education Department
4.      Reservation of 3% of seats for persons with disabilities in
Educational Institutions - 02.01.2001
5.      Providing "Barrier Free Environment" for persons with
disabilities in Educational Institutions - 12.07.02
6.      Permission to choose other subjects in place of Mathematics and
Science for persons with visual impairment; Sticking a coloured sticker
for the answer script of students with hearing impairment. - 25.02.03

25.     Karnataka DPAR (Department of Personnel and Administrative
Reforms) Changes in the Roaster system for the direct recruitment of
persons with disabilities - every 4th vacancy notified by Govt. of
Karnataka - is for persons with disabilities - 04.01.08
26.     Reconstitution of the Medical Board for distribution of
Disability Certificate. At District and Taluk Level - President - Dist.
Surgeon/ Head of Organisation; Second Member - Related specialist and
Third Member - Physician. At Taluk level - President - Administrative

27.     Action taken on decisions made by Nodal Committee for
implementation of Persons with Disabilities Act - 02.01.08 -
Reservations of 3% in Group A and B and 5% in Group C and D;
Identification of Posts in Group A and B; Waver of Application Fee for
Direct recruitment of Persons with Disabilities; Scribes for Blind and
low-vision candidates to appear for Competitive examination
28.     5% Reservation for PWDs for the Direct Recruitment in Group C
and D - If there are 100 posts are recruited - the 19th, 39th, 59th,
79th and 99th positions are for PWDs. Similarly 3% Reservation for PWDs
for the Direct Recruitment in Group A and B - If there are 100 posts are
recruited - the 19th, 59th and 99th positions are for PWDs. Of which
19th is reserved for Blindnees/ Low Vision, 59th for Hearing impairment,
99th position is reserved for locomotor disabilities or CP - 05.09.05
29.     Karnataka Housing Board - 05.09.02 - 3% of sites/ houses
reserved for PWDs
30.     3% reservation of fund allocated in all poverty alleviation
schemes, development programme, welfare schemes, education, health and
research programmes including Central and externally aided schemes and
projects - 09.11.06 - Issues by Under Secretary, Women and Child, GOK;
3% reservations and concession rate for the following -  Ensure that
when land is allotted for houses/ site, setting of business, setting of
special recreation centres, establishment of special schools, research
centres, establishment of factories by entrepreneurs with disabilities
