as far as I know, 2 MB ps, means 256 kbps. when we take the connection of 128 KBPS, the download speed fluctuates between 5 to 16 KBPS, Here, 128 KBPS, means kilo bit per second, and 16 kbps means kilo bite per second. your speed seems quite right, because sometimes you're getting even 700 KBPS.
