Hello, I am looking for a circular or notification on the seniority and promotion of central government employees in relation to the merit list of candidates recommended by the UPSC and the SSC. Can anybody find it for me? I could not find it on the Personnel Ministry's web site. Most of the orders there are in pdf image format.
