Dear All,
As you are aware the Centre for Internet and Society has launched a
campaign for having a national policy on accessibility. We had our first
meeting for devicing a strategy for making web standards mandatory in
India in our office in Bangalore on 7th November. You can read about this
at http://www.cis-india.org/advocacy/open-standards/accessibility
In order to take this forward, I was looking at having a survey on a very
small level of some twenty Government web sites which would be critical
for our use. I was wondering if some of you would volunteer to help me out
with this. The sites I had in mind were-
National Informatics Centre, Ministry of Social Justice and Empowerment
(highly inaccessible), Railways, UGC, some education sites like IIM A, B,
IIT Delhi and Kanpur, Jawaharlal Nehru University, Delhi University, some
medical sites like AIMS and CMC Vellore, some banking sites like SBI,
Syndicate Bank and Punjab National Bank, Income Tax site and maybe the
Parliament- Lok and Rajya Sabhas.
If you could-
A. rate the site on a scale from 1-10
b. mention how accessible it is and give some of the problems encountered
in each siteit would be great.
I really need this info and would really appreciate your help in this
matter.
If the volunteers can indicate at the beginning what sites they will like
to review, it would save duplication.

Depending on the number of volunteers you get, you can give 1 website to
more than 1 individual andsee what results you get.

I am working for the Centre for Internet and Society (CIS) in Bangalore. I
am doing work on web accessibility amongst other things. My main interest
area here is accessibility for disabled persons. Currently we have
launched a campaign to bring web accessibility into the national policy
and make it mandatory for all government web sites to comply with WCAG or
any tther adopted standards. In that context I required rather urgently a
survey of some government sites which are frequently and necessarily used
by disabled persons. The sites I had in mind are- NIC.in, Ministry of
Social Justice and Empowerment, Railways, the Lok and Rajya Sabhas and the
Parliament, the PM and the President, some education sites like- IIT, IIM,
Jawarharlal Nehru University, Delhi University, health sites like AIMS

etc. I was wondering if you could help me in any way with this? If you

This question is asked about once a week on some of the Dragon forums
I frequennt. Unless you have a very clear recording you cannot
transcribe interviews. You can have a go at it using univoice but the
proposition is not really workable even with Dragon Naturally speaking
version 10 which can be run without training.

It is indeed possible to use Dragon NaturallySpeaking without J-Say.
however, if you do not use J-Say, the following limitations apply.
1. You cannot control Jaws for Windows. So, you would still be using
your
hands to issue Jaws commands.
2. The training interface of Dragon NaturallySpeaking is not natively
supported by Jaws for Windows. This means that the initial training that
you
need to-do before using Dragon NaturallySpeaking is going to be very
difficult.
3. You cannot hear what you have dictated in real-time. That is, when
J-Say
is being used with Jaws for Windows and Dragon NaturallySpeaking, you
can
hear what you have dictated in real-time. This capability is not
natively
supported by Jaws for Windows.
4. There are several commands that J-Say has to facilitate the use of
Microsoft Office and other applications. You can indeed get similar
commands
with Dragon NaturallySpeaking however, you will be subjected to
excessive
verbiage when those commands execute since, all they do is send various
key
presses to the computer.
As regards the pricing, I have discussed this with Terry Clasper who is
the
chairman of T&T Consultancy who are the makers of J-Say. He did hint
that he
would be willing to reduce the price for the Indian market. However, we
need
to take specific action in this context like what has been done with
Wayfinder Access.

All those who work with the department of education, Delhi Government, use
this site frequently as the government has decided to implement the
e-governance and all the important things like transfer orders, all
circulars, election duties, list of promotions etc are displayed on the
aforesaid link.
I think I should give the site fifth rank. it is accessible but the
circulars are not displayed properly. they just type the circulars, scan
them and put the scanned file as a link to the circular. they do not
follow the proper procedures regarding the alternate text for the graphics
or images etc.
