Hi,

Is there a local address of the authorities listed? Perhaps a fax number?

I am afraid that she would have to meet the authorities in person (along with 
her disability certificate and other documentation) to convince them regarding 
her disability and the need for a scribe. 
MBA is relatively new field for visually challenged, and hence this lack of 
understanding shown by B-schools. 
If she hasn't been able to contact the MAT test taking authority, then she can 
go along   with her scribe and try to give the test. The test is conducted 4 
times a year, so in case of any difficulty this time, she can always take the 
contact details from the coordinators present at the center, and then pursue 
the matter.
