HI Harish, Certainly this is an off topic and from time to time, we keep receiving such mails in our inboxes, but would certainly like to clarify that this provision indeed exists, not in our constitution though, rather this provision relates itself to the People and Representation Act 1961. If you could notice, in the Assembly election here in Delhi, this time it was highlighted in Hindustan Times and purportedly Election Commission has also suggested that from next general election onwards, all the Electronic Voting Machines should also contains one of the options highlighting "none of the Above."
