But I had read on another Indian list a few years ago that the deaf and 
hard-at-hearing in  India then had become totally exempt from the SMS 
charges.  As I'm not located in India...wasn't that information correct?

The fellow who had petitioned to the Communication Minister, was a 
hard-at-hearing practising architect living in Mumbai whose name has 
momentarily escaped my memory.
