Not necessarily, as I often discovered to my chagrin. There are some sites from which I hit speeds upto 52 or 60 KBPS, which is enough to download a 188 mb file in 20 or 30 minutes. But it so happens that downloads from sendspace doesn't cross 25 or 30 kbps and I often end up waiting for more than an hour or hour and a half to download a file of that size. I use BSNL broadband and have reasons to believe that the bandwidth is often not too stable.
