Dear members, I have gone through the relevant circular. Actually, it is Office Memorandum issued by Ministry of Finance (Department of Expenditures) in supersession of its previous OM issued in 1997. This wo'nt be applicable in case of Bank employees, as there is nothing mentioned about it.
