The topic of differential interests to VI in bank deposits is intriguing. Here, we have to accept the fact that earning power of VI and their entitlement to economic resources in general is limited irrespective of a fraction of people who are supposedly getting work of their choice on equal terms with all others. Visual inability does constrict the productivity of a person in the present set of circumstances. Further, VI or disabled as a group are, as a general rule, deprived of equal entitlement to property and its transmission by any means.
So, I don't think it is an undue demand or a violation of principle of equality if we demand slightly higher interest rates on our meager savings, if any, for it is an undisputed fact that VI and persons with disabilities are a financially backward class. However, practically speaking, it would make no business sense for commercial banks to offer such a differential interest rate, as it would not attract substantial funds as the VI don't have them in the first place. So as welfare state, the government may decide to give it as a measure of financial empowerment. Don't be surprised at my welfare-ist approach, for it is still the norm even in developed countries, and it is not altogether uncalled for, for some elements of every approach have some merits, and so, on the whole, I do endorse the suggestion for differential interest rates in deposits/loans on broad welfare grounds.
