For Medical websites, HONCODE is a seal of credibility...all over the world. 
For ecommerce security, there are a few certifying bodies, the most important 
one being Verisign. For all other websites you can look for the credentials of 
the creator, publisher, sponsors. Some other signs of quality/ credibility 
could be:

1. Any stated Purpose of the website
2. The credentials & contact details of the author, publisher, sponsor; try 
contacting the author to verify.
3. Checking how uptodate the information is; how frequently it is updated; 
deadlinks indicate poor quality/ not updated
4. Look for inaccuracies; biases.
5. Consistency and following the norms of good website design.
6. If it is linked from websites of authoritative professional organizations.
