What I assume is your seeking certification, for which you can write the
DOEACC certification exams. Google for it.
They don't offer any training.

Dear Accessindian members,
It is to inform you all that I am working as a computer lab assistant in a
Governmental organisation. Now there is an essentiality to learn the
programming in the computer I needed the Deploma or PGDCA certificate
through the Government board of examination either state or national
certificate in the computer. is there is any institution which teaches
the computer programming and offering the Deploma or PGDCA certificate for
the blind. which is offered by the Government board of examination please
let me know if anybody has the information regarding this . now it is very
essential for my promotion. this certificate should be given by the any
Governmental recognised board of examination. due to this certificate
my promotion is stopped since from 3 years. So therefore Is there is
any institution which teaches computer programming for the blind by
offering the Deploma or the PGDCA certificate.
If any one has the information regarding please share with me.
By having this Deploma or PGDCA computer certificate i am able to get the
promotion as a Computer programmer. Therefore, I needed this certificate
very immediately. I hope that you will all help me in this regard.
