Firstly, the mint is under GOI and it is not RBI.
It is distressing or I may say outrageous to see NAB settling for symbols and not insisting on the change of shapes.

We will end with the same situation in which symbols are placed on currency notes and we all all well know how useful it is or contributes to accessibility.

We did have coins of square, octogonal and other shapes in the past. Circular shape is certainly not so sacrocent as it is made up in this report.

There is so many variations you can make in shapes if only one has the intention and one can achieve even with minimal intelligence.

I am too worked up to find how we can reverse thisact of stupidity. Reverse we must.

This sounds to me a good to start with. Suggestions made by Mr. Dandia are
good. Having said, that, in case of coins, why not to insist for numbers in
Braille too? As we would love them on the lifts in buildings and at many
places and why not for currency that's an important thing in our lives.

Note on Meeting Held on 25 May, 2009

A meeting was organized in the office of Mr. Pravin Dandia Hon. Secretary
with Mr. K.K. Tiwari, Dy. General Manager, India Government Mint, on 25th
May, 2009 at 3.30 p.m. to discuss the issues regarding problems which the
blind persons are facing as to newly introduced Rs.10/- coins and many other
coins. Mugdha A. Kulkarni, Asst. Director, Advocacy Dept. was also present
for the meeting. The main points discussed in the meeting are as follows-:



1. Firstly Mr. Dandia, explained Mr. Tiwari the exact nature of the problems which the blind persons are facing regarding newly introduced Rs.10/- coins and many other coins like Rs. 2/- Rs.5/- etc. Due to the same size and shape
of newly introduced Rs.10/- coin and Rs. 2/- , Rs.5/- coins visually
impaired persons are finding it difficult to differentiate between these two
coins. Also many a times it is observed that in a rush timings, they can
give 5/- coin instead of 2/- coin and vis-a-versa, which can cause monitory
loss to visually impaired persons. Also blind people working as clerks,
telephone booth operators, or blind commuters traveling daily by bus and/or train or any public transport, may come across the problems due to same size
and shapes of coins, which may lead to non-cooperation from booking clerk,
ticket conductor, public servants, and a public at large.



2. After listening to these problems Mr. K.K.Tiwari, observed some
demonstrations as to how a visually impaired person can not differentiate
between 10/-, 5/- and 2/- coin. Even there was confusion between 2/- coin,
10/- coin and a coin introduced in memory of Lui Braille. Thus he realized
the gravity of the problem. Then Mr. Dandia requested him to take some
measures while introducing new coins, in future.



3. Mr. Tiwari then requested Mr. Dandia, that he should give some
suggestions in this regard as officers can not think about the difficulties
which the blind persons are facing and even the solutions for the same.





4. Mr. Dandia then discussed regarding 3-4 suggestions. They are as
follows-:

a. Shape-

   We suggested that shape of the coin should be some different than the
round shape. For eg. Hexagonal, pentagonal etc. But Mr. Tiwari informed us
that, according to govt. criteria, they have to maintain the shape as round
shape.

b. Size-

We suggested that size of the coin should be bigger than Rs. 5/- and 2/- coin. It will enable any visually impaired person to compare these coins by
putting one upon another, and thus to differentiate between these coins.

c. Cuts on the edges (bladed edge)-

There are cuts on the edges of Rs. 5/- coin. Similarly if the authority
can provide the same to the Rs. 10/- coin, it would be easier for any
visually impaired person to differentiate the coins by keeping the idea in
his mind that, "smaller coin with the cuts on edge is Rs. 2/- and bigger
coin with the cuts on edge is Rs. 10/- ."

d. Thickness-

    We suggested that, if the thickness of the Rs. 10/-coin is increased,
than that of Rs. 5/- or thickness of the Rs. 5/- coin is decreased than that
of Rs. 10/- then again it would be beneficial for any visually impaired
person to differentiate the coins by keeping the idea in his mind that,
"Thicker coin is of Rs. 10/- and thinner coin is of Rs. 2/- ." But in
opinion to Mr. Tiwari this suggestion is impracticable.

e. Embossing of some figures on coins-

    We suggested that, if some figures on the Rs. 10/-coin can be embossed
it would be easier for any visually impaired person to feel the symbols, or figures for recognizing Rs. 10/- coin. Mr. Tiwari promised us to think over
on this point.



We concluded the meeting by recollecting all the suggestions, and by
thanking him and R.B.I. for visiting NAB(I) and listening to our
suggestions. Mr. Tiwari assured us that he will get back to us after
discussing these issues with his officers..
