It has been held by AP high court that delay in adoption of circulars of UGC by senate etc. can not be a ground for non implementation and is merely a formality.. In these circulars are those containing provision for three percent reservation in teaching and all posts in universities and all affiliated colleges, monthly allowance to blind teachers and even setting up of disability cells and a full fledged disability studies departments.....
