Since I realize that UGC status note containing all the relevant circulars is in pdf image file, and facility of converting it to accessible format through fine reader and kurzaaweil is not available to all, I have put the html version of the same file on the following link:

Please download it and read for yourself what the universities and colleges can do for disabled and let us take up with them the implementation of all those circulars. It has been held by AP high court that delay in adoption of circulars of UGC by senate etc. can not be a ground for non implementation and is merely a formality..

In these circulars are those containing provision for three percent reservation in teaching and all posts in universities and all affiliated colleges, monthly allowance to blind teachers and even setting up of disability cells and a full fledged disability studies departments.....


No, folks, I am getting angry at the state of affairs, so can not continue.......
