With all due regard to civility and group norms and my own legal literary, psychological and banking training, I cannot refrain myself from declaring that the proper remedy for such absurd persons is to give a hard slap in their face, literally. Otherwise, issue circulars and GRs for every step in life, and go to courts to have them implemented.
