With all due regard to civility and group norms and my own legal literary,  
psychological and banking training, I cannot refrain myself from declaring that 
the proper remedy for such absurd persons is to give a hard slap in their face, 
literally.


Otherwise, issue circulars and GRs for every step in life, and go to courts to 
have them implemented.
Maybe, some wise and patient person could come to your aid and convince the 
officials or talk to different and higher officials, but hieronimo is mad 
again!!!!

hi all,
    my wife & I would like to open a joint bank account with ICICI. we 
approached the bank officials with regard to it, however, we were informed that 
while, the RBI guidelines permit a blind person to open a bank account along 
with being issued a chequebook & an ATM, the same cannot be done in case of a 
joint account. I.E. a blind couple cannot open a joint bank account, as the 
same is not mandated & permissible in case of a blind couple.
    would really appreciate your guidance in this regard. it would be really 
helpful if you can point me to a circular about the same.
