TV CHANNELS will soon have to broadcast a fixed number of
programmes accessible to blind viewers.
A new law will bring France in line with other countries which set
a quota of programmes broadcast with spoken commentaries for the visually
impaired.
The percentage of programmes will be set in agreements between
private channels, public channels, regulator the Conseil supérieur de
l'audiovisuel (CSA) and the government.
The new law requires "editors of audiovisual communication
services" to strengthen the "audio-description" for the visually impaired and
subtitling for the hard of hearing.
Around 1.7 million on France are visually impaired, with 207,000
completely blind or only able to make out silhouettes.
