Well, if exam bodies are bent on imposing scribes under section 31 of PWD Act, I interpret the section to mean that exam bodies would provide scribe meaning that scribe has to be competent enough. It is the question of interpretation, and in wake of supreme court judgments interpreting "life and liberty" in widest possible terms, why can't the word "scribe" be interpreted as meaning fully competent scribe? I think this is the sanest interpretation. If we have any sane judge, we should immediately get favorable judgment!!!! Mr. Abhijeet Sen. was my class mate and was son of supreme court judge. I to have faced the problem of incompetent scribe or writer twice. Once with UGC NET and almost a year back with kerala PSC. In the latter case, the person who came to assist me was completely drunk. and i had to request the exam authorities to replace him which they did. But not before a war of words and threatening from the drunken man. the whole situation can dampen ones spirit and confidence.
