Hi:

You can logout of Google Talk from System Tray. There you just press
enter on Google Talk then use arrow keys to find the sign out option
and press enter to complete this task. I found the following for your
second question in

“Diagnostic logging is a troubleshooting mode that creates a report
for our engineers so they can better understand the technical problems
our users sometimes encounter.
Please do not enable diagnostic logging unless the Google Talk Team
