Dear Members,



Indian agriculture is at cross roads. Since late 1990s, the Gross
Domestic Produce (GDP) in agriculture sector has experienced a low
growth rate of 2.6% as compared to 8% in non-agriculture sectors. The
average size of landholdings declined from 2.2 hectares in 1970-71 to
1.06 hectares in 2003. Nearly 88% of farmers have less than 2 hectares
of land (NSSO, 2006). Agricultural productivity continues to be low
due to land degradation and inadequate levels of technology adoption
and extension. Agriculture has become an economically unviable
proposition, especially for small and marginal farmers.  There is an
increase in distress migration from rural to urban areas and rising
female workers in rural areas. Farming families are becoming
increasingly poor. Their plight is expected to worsen in the context
of climate change.



One suggestion to improve livelihoods of small farmers is to enable
them to become significant actors in the agricultural value chain. The
recent growth in organized retail, processed food products and export
offers increased opportunities for small farmers’ linkages to such
supply chains. However, to benefit from these they need to achieve
economies of scale and follow strict production, food safety and trade
standards. State Governments and other development stakeholders are
exploring alternative institutional arrangements such as contract
farming, corporate farming co-operative farming, and producer
companies as means of exploiting these opportunities. For example, the
Andhra Pradesh Government has started a pilot project on cooperative
farming and the Karnataka Government has given incentives for contract
farming.



The Livelihood School, Basix, recently organized a one-day seminar at
Bangalore to deliberate on these institutional models. Speakers felt
that given the diversity of land, climate and crops depending on the
circumstances, one or many options could be beneficial. These options
have to be viewed in the context of existing laws and policies.
Undoubtedly new legal provisions and policies will be required.
Further, the new laws and policies will have to factor in issues of
food security, productivity, guarantees to resources and markets, etc.
The topic is complex. Thus, there is a need for a wider discussion
amongst practitioners, academics and policymakers. We believe that
Solution Exchange is an appropriate forum to host this discussion.


We expect that members will have a host of issues to discuss. So we
have decided to split the query into three parts and open it for
discussion in a phased manner.
