All government run and aided educational institutions should have assistive technologies installed in their computer laboratories to enable visually handicapped to learn computers, and if possible, all such institutions should have a special trainer to train VH to learn computers. If sighted students have a computer lecturer, even VH students have a right to have a special trainer to teach them computers. The disability certificate should be issued in the form of a card rather than a certificate which should be eligible to be used wherever necessary including transportation i.e., bus, rail, air etc. I would go with the percentage system to certify disability, and wherever reservation is applicable, weight should be given to the percentage of disability so that person with more percentage of disability will get more benefit instead of the present system of treating a person with 40% and person with 100% disability alike. This is allowing some organisations to recruit persons with minimum disability and claiming that they are following the guidelines imposed. I will try to give some more before the final draft. -- G.
