Let the modem switch remain on, before starting the computer.

so, the problem is when Iam trying to open any sight, it is showing
internet explorer cannot display the page.
But, after switch of and switch on the modem, Iam getting all the sight.
is this the problem of the modem, or the problem of the add on???
