As far as I know, *only* if that website allows for automatic refreshing of a page (there is some code in the web designing asking the page to automatically load) will the page reload. This has nothing to do with RSS feeds. While RSS feeds are typically on your browser or RSS readers, automatic loading, or refreshing of a web page happens within a given website. You *must* be in the web page for it to automatically refresh; You must have internet connection for the RSS feeds to update themselves on your RSS reader.
