Hello! Do tell us if it works because I too had a PDF document such as this and the only problem which comes while converting it with a OCR software or submitting it on online websites is that it asks for a password as it's a secured document. I tried converting the PDF file of the Frontline magazine which otherwise is an accessible document but I find it much easier in reading it in word, but I couldn't convert it as it used to ask for a password for permission. I'm a bit sceptical about this, but let's hope this works.
