Don't know about the technicalities, but it doesn't look a strong case
for invocation of RTI.

Hi friends, especially those in the field of law,

You know that a new organisation by name Retina India is going to be
formed for bringing all persons with retinal disorders to one
platform.  I have a doubt in this regard.

Most disabled persons, irrespective of whether they are educated or
not, employed or not, get a disability certificate for availing
benefits like travel concessions, pensions in some states, etc.
So, can we ask for details of persons with retinal disorders i.e.,
patients with RP, RD-- from the district medical boards under the RTI
Act?
For example in Tirupati, there is a district medical board which
issues disability certificates.  Can I go there and ask for details of
persons with RP?

clarification awaited.
