Don't know about the technicalities, but it doesn't look a strong case for invocation of RTI.

Most disabled persons, irrespective of whether they are educated or not, employed or not, get a disability certificate for availing benefits like travel concessions, pensions in some states, etc. So, can we ask for details of persons with retinal disorders i.e., patients with RP, RD-- from the district medical boards under the RTI Act? For example in Tirupati, there is a district medical board which issues disability certificates. Can I go there and ask for details of persons with RP? clarification awaited. -- G.
