Dear Prashanth, Please note that in Karnataka State BSNL having an scheme for government employees in 20% discount for their BSNL Broad Bond Connection bill, however i do not know whether this applicable in other states also. However blind persons exempted in postal tariff like exemption in paying postal stamps etc on the same way hope that blind persons should get free broad bond connection on demand.
