I was thinking to reply after consulting with dean of social sciences for some clarifications of this notification. But the university may close for more days due to telangana agitation. Recently the university issued notification for Ph.D. eligibility test. But not admission notification in to Ph.D. programme. The university will issue suppurate notification for admission in to Ph.D. programme after announcement of results of this test. I think due to non availability of eligible candidates pushed the University to issued this notification. As per the university guide lines the candidate should have any one of the qualifications to enter in to Ph.D. programme along with PG with 55 percentage of marks. 1. holds MPhil Degree in the concerned subject or in an allied subject . OR 2. is qualified in the UGC-CSIR/NET GATE examination or SLET examination of Government of Andhra Pradesh or 3. awarded a Research Fellowship by UGC/ CSIR/Government Organization. or 4. has published,as the first author, at least two research papers in the broad area of research in standard journals recognized by the University.

The most of the universities in Andhra Pradesh fails announcing neither rule of reservation nor vacancy position in the admission notifications of the Ph.D. programmes. More over Osnamia University insisting eligible candidates to search for research supervisors before entering in to the Ph.D. programme. In other words, Ph.D admission will be given after the prior approval of the supervisor. The supervisors are not ready to accept or work with persons with visual disability due to lack of clear understanding of our capacities, capabilities and computer skills. Thus some of our visually challenged even eligible candidates denying admissions in to Ph.D programme in the university. Selection of research supervisor is the main problem before the visually challenged researchers than all the problems. .

This is the right time to fight for our higher educational needs or rights. I have been preparing a memorandum of our higher educational needs and planning to submit the same to the vice chancellor of the university as early as possible. In this connection I request all of our learned colleagues to respond to my mail and share with me the problems, ideas and demands pertaining to higher education of the visually challenged in the universities.

Dear list members:
I'm surprised the read Osmania's notification for Ph.d with out
mentioning the term or word Handicapped in it. No where it's mentioned
about handicapped, no where in reservation, fee payment, relaxation
and so on.
Indeed it's one of the best universities for Visually impaired which
never troubles us, it implements all the rules and regulations with
out troubling, I never experienced any issues even with scribe which
is the most common problem for us. For more details about the

What do we have to understand from the notification? How much is the fee?
How many seets have been reserved for us?
No clarity at all.
