hello, this is to kindly inform you that i am planning to attend the
meeting of retina India witch is to be held on 19th of this month at
nagpur . to participate in this meeting, i have applied for special
casual leave given to central govt. employees to attend workshop,
conference,
seminars organised for  disability and development  related programs.
with the view of this circular, our company has also issued internal
circular to this effect allowing its differently abled employees to
attend the events covered in this circular. to apply for the said
leave, i have enclosed the invitation sent by retina india-the
registered NGO stating thereon their registration number etc. (the
invitation was on their letterhead) but unfortunately, my leave of
application for special casual  leave has been rejected by my employer
stating the reason that this NGO does not seems to be notified by the
ministry of social justice, empowerment govt. of india as mentioned in
the circular witch is copied below for your kind reference. now i
would like to know that as disabled person  am i entitled to avail the
benifit of special casual leave to attend this program? if not, then
what is the criteria to know that particular state/central government
agency has been notified by the ministry of social justice and
empowerment govt. of india? if yes, then what further state of action
can i make to avail my benifits?

Subject: Grant of Special Casual Leave to

                                           differently abled Central
Government Employees.

The undersigned is directed to say that this Department had received
representations from differently-abled persons for grant of Special
Casual Leave to
participate in conferences/workshops/seminars/trainings for Disability
and Development related programmes.

1.                  The question of granting Special Casual Leave to
differently abled Central Government Employees has been considered and
it has been
decided that subject to exigencies of work, Special Casual Leave for
not more than 10 (Ten) days in a calendar year may be granted to
differently-abled
Central Government Servants with disabilities as defined in the
Persons with disabilities (Equal Opportunities, Protection of Rights
and Full Participation)
Act, 1995 for participating in the
Conference/Seminars/Training/Workshop related to Disability and
Development related programmes organized at National
and State level agencies to be specified by the Ministry of Social
Justice and Empowerment.

2.                  The Period of absence is excess of 10 days is to
be treated as regular leave of the kind due and admissible. Special
Casual Leave under
these orders will be allowed to be combined with regular leave as a
special case.

3.                  The power of granting Special Casual Leave under
these orders will be exercised by the Heads of Departments concerned.
