indifferent attitudes of Emirates airlines staff at Bangalore

Girish V. aged 23 years male with partial visual impairment was
supposed to travel to Johannesburg from Bangalore by Emirates Airlines
and the confirmed ticket details are as follows.

Girish as usual reported to the customer care of the above mentioned
airlines for assistance, at 08.00 Hrs on 14/02/10 initially refused
but latter on provided the same to check baggage and get boarding
pass.

Girish was waiting for the security check and at 09.20 AM on 14/02/10
one of the competent authority of the airlines completely rejected his
travel to Johannesburg giving a illogical and baseless reason that the
airlines was not informed before at the time of ticket booking that
Girish is a Visually Impaired person and needs assistance.

Leonard Cheshire Disability South Asia Regional office, based at
Bangalore, the company which is sending Girish to Johannesburg from
India as the representative of Young Voices to attend the Global meet
of young voices across the globe with valid tickets, VISA, Passport
and other statutory documents systematically, scientifically and
consciously attempted to educate the airline staff but failed
miserably.

The disabled activists of Rashtriya Viklang Manch-RVM  [National
Confederation of Disabled] also tried to educate the airline staff
about the specific articles of UN Convention on the Rights of people
with disabilities on “Accessibility” “right to mobility” and
“nondiscrimination”. But the sheer ignorance of the duty staff failed
to understand even the provisions of “DGCA Guidelines of GOVT India
about people with disabilities” and created the most unpleasant and
chaotic condition in the airport.

Girish was literally harassed, threatened and intimidated with vulgar
language and behaviour. Girish was sent out of the check in lounge
after snatching the boarding pass, stamped baggage tag and other
documents. Girish was waiting at the airlines customer care counter
expecting help from the LCD and RVM till 02.00 PM. Finally RVM
activists succeeded in getting the attention of Mumbai call centre
people which enabled him to travel by 06.25 flight with whole lot of
conditions imposed and signing the indemnity bond which was irrelevant
and discriminatory. He was supposed to reach the destination at 20.50
Hrs on 14/02/10 but will be reaching at 10.50 Hrs on 15/02/10.

This is an act of clear violation of the provisions and articles
enshrined in the UN Convention on the rights of people with
disabilities, where India has signed and ratified the treaty and the
progressive statute of India that is “DGCA guidelines about people
with disabilities”

We the members of RVM on behalf of 70 million disabled citizens of
this country strongly condemn this and urge the appropriate authority
to initiate necessary action against the accountable people and
airlines in general for having regressive rules even after the
ratification of UN Convention on the rights of people with
disabilities and DGCA guidelines in India.

We demand for immediate, concrete and stringent action within a week
of the receipt of this petition or we will be compelled to initiate
appropriate action against the concerned authorities.
