I use it here effectively. It may not be as good as broadband, but certainly 
you will be able to converse with your skipe contacts. Also BSNL is going to 
have 3g soon and when it becomes active, it will be as good as broadband.

At present, for example, BSNL prepaid GPRS costs around RS. 5 per MB.
Does Skype work effectively on GPRS connectivity?
