the amendment is required on motor vehicle act, where all types of permits are given. if a clause regarding disability would be added in this act, it will suffice the matter and also will fix a liability to the concerned government and operator.

The query was concerned to the West Bengal and especially to Kolkata.
Here I don’t find any uniformity in the public transportation
regarding seats or concession fair for disabled. The state provided
public buses, whose availability is just like a drop in an ocean,
render  pathetic service. And because of that one needs to depend on
private buses
And unfortunately, most of these private buses do not maintain any
regularity. There is no fix stoppage for them, they can stop it
anywhere and even can throw passengers outside of bus in running
condition.

Several newly started buses which are aided by state government even
don’t have disabled seat and seems to have captured frequent routes of
Kolkata.

Buses offering disabled seat are lacking of consistency in identifying
seats. Some have kept it in front and others in backside. Everybody
can imagine the problem a VI would face while locating it.

People already sitting on those seats if don’t show willingness to
leave it, in most cases one would not get support from bus staff.

The horrible scenario compelled me to collect the information about
other metro cities, so that on the basis of observation of data a
sound draft can be prepared and a Public Interest Litigation can be
filed here in high court.

First I went through the PWD act’s section particularly dealing with
accessibility issues but, got disappointment after seeing that nothing
is specified nor directed to the authorities, in fact it’s a kind of
merciful attempt to say something, instead of nothing.

I don’t have any expectation from NGO’s and government bodies in West
Bengal; the only way left is to seek judicial intervention.

Would be thankful to get the views and suggestions of learned members.

the state governments under their social security schemes, offer such
benefits to the different classes of their disadvantageous residents and
persons with disability are also considered among those classes.  But
these benefits and facilities vairry from one to other state. There are
no such standard rules so for which equally apply to all the states.

3. So for my state Karnataka is concerned,  free travel facility has
been granted to the totally blind persons through out the state in
ordinary busses of K.S.R.T.C & B.M.T.C. Two seats near to the front door
have also been reserved for persons with disability.

4. If you could tell me to which state do you belong?  I may try my
best to provide you the correct informations about the status of the
facilities and benefits available to the V.I.P in that particular state.
