Agreeing that 2.19 crore disabled population in the country needed a better
legal and administrative framework to ameliorate their lot, the Government
today held out hope that a draft legislation harmonising the general principles
of the UN body for disabilities would be in place by the end of the year. An
experts and stakeholders group has been studying and collating 100 proposed
amendments for drafting a holistic and forward-looking legislation to benefit
the disabled sections of society since May this year and a comprehensive
legislation may be in place by December, Minister for Social Justice and
Empowerment Mukul Wasnik told the Rajya Sabha. He was making a statement on a
Call Attention Motion on the 'discrimination faced by disabled citizens' and
the urgent need to place an appropriate administrative and legal framework to
address the requirements. He said as per the Census 2001, there were 2.19 crore
persons with disabilities ranging from visual impairment, speech, loc
omotor and mental disabilities constituting 2.13 per cent of the population.
