Unicode is an international standard which encopasses all languages. English, as we are using it on computer, is in ASCII code. In this code each character has a value between 0 and 255. Its limited range does not allow many characters to be encoded in machine language. Unicode includes values greater than 256. These values are represented in hexadecimal values. For instance, Bengali Chandrabindu, the first character in eloq.sbl is represented by U+0981 in hexadecimal value. Its decimal equivalent is 2433, certainly much greater than 255.

Old versions of Jaws did not recognise unicode characters. This feature was introduced probably in Jaws 6.2. Users of window 2000 and higher can install regional languages from the windows cd. Perhaps all these regional languages are detected by Jaws. If you don't have the eloq.sbl file in place, Jaws should still announce the unicode value of a non-ASCII character, such as character 2433.

Jaws cannot read Indian languages. However, you can make Jaws read Kannada
or Tamil character by character using the unicode capability feature of
Jaws. If you have 512 mb of Ram, you can download eloq.sbl and paste it on
to the Jaws / Shared Settings folder. Remember to rename the old eloq.sbl
file as eloq.old or something like that for backup. For the eloq.sbl file
and instruction, search on the freedom scientific web site. I use this
process for detecting Bengali characters.

It is not much of use though. Still I can write a letter in Bengali using
this process. Jaws will read like this:
KANNADA ANUSVARA
KANNADA VISARGA

I have further edited the eloq.sbl file to make it pronounce Bengali
characters in a little different way.

I have heard ESpeak reads Tamil. I am not sure if it reads Kannada too.

Hmm, I don't know which of the southern languages are supported, but espeak supports some southern languages surely. So, just give it a try. Install espeak, then change the synthesizer and then language.
Google for espeak, it is there on sourceforge.net.
