That's a challenge alright! There are two types of conferences I attend.
There are the disability specific conferences where the organisers do
sometimes think about these situations and plan for appropriate networking
sessions. I also go to mainstream conferences where it is almost impossible
for me to do any networking. A couple of things can help.

1. Plan in advance if possible. Check the delegate list (if available) or
the speaker list. Most people you will need to network with would usually be
speaking. You can then go to their sessions and get hold of them there.

2. You can try informing the organisers in advance that you may need help
with meeting certain people and the volunteers they have can usually locate
those people for you. Not my favorite way but works sometimes.
